I am so proud to tell friends that at TSM, we have 1 house 1 flag to celebrate the nation's 51st birthday during the Merdeka month. But this week, I discovered that somebody in town nearly break our track record!

Here is....... 1 house with 10 flags!

If there is a competition for the most patriotic Muarian in town, the house owner should definitely be the Juara or Champion!

Lead by Example

The house owner is Yang Di-pertua (YDP) of Majlis Perbandaran Muar(MPM), Yang Bhg.Tuan Haji Wahab bin Ridwan.

Every August, MPM for decades had to shout it out loud urging (sometime begging) the people of Muar, local businesses and government agencies to fly high the Jalur Gemilang!

Now ,the YDP had walked the talk by setting a very good example for others to follow.

His record: 10 flags at his own house!

Tuan Hj.Wahab Bin Ridwan

YDP is a man with a humble approach. In his 50s, he is somebody you would enjoy talking with. Once you start talking with Tuan Hj.Wahab, I think you do not want to stop.

As an "Orang Awam",I have the good fortune to share some ideas with him in regards to local security,our youth and environmental issues. As the Chinese saying goes: "When you want to learn something, go and learn from an old ginger. They are hot and more spicy!"

His easy- going style goes well with many people. An evening while he relaxed at his garden, I rode passed his house and I waved to him. He invited me into his house without a second thought.

What happened later for the next 45 minutes was a long and interesting discussion between an Orang Awam and a YDP at his garden chating about life, government policies and the local community.

Each time when the "Orang Awam" texted him via sms, he would reply at the soonest possible time. Two days ago when I congratulated him for his 10 flags record, he returned my sms informing that he was in Mekkah for umrah.

I wished him Selamat Menunaikan Umrah.(I learnt about the proper phase from both Encik Ghafar of KRT Jalan Bakri and Chief Inspector Wahab of H.E.A of IPD Muar )

To Tuan Haji Wahab, TSM would take this opportunity to thank you for gracing our CP launching on 1st August 2008.

Your attendance is greatly appreciated by all our residents. We say to you:" Keep coming back to TSM for more!"

It is the Orang Awam's sincere hope that with Tuan Hj.Wahab at the helm, the relationship between the local authourities and the rakyat can further enchanced, with a strong focus in making Muar a more vibrant, safer and lively town for all.

Merdeka! Merdeka! Merdeka!

(Note: take one minute to digest the meaning of this year slogan:
"Perpaduan Teras Kejayaan". Seriously, it is a beautiful slogan that needs to be understood the true meaning by every single Malaysian.)

One House, One Flag

While others had choosen to keep it deep inside their hearts, the residents of TSM in Muar had expressed openly their love for the country and their admiration for the past and present breed of national heroes by flying one flag in every house!








This is the third year in the running at TSM that we are flying a Jalur Gemilang in every house.
We are very excited when over 90% of the total households particiapted actively to welcome and celebrate Merdeka on the auspicious day of August 31st. Malaysia is afterall, 51 years old!













( Note: it is easy for a government agency or any individual to fly 100 flags at one go in any building but it is not easy "to convince" 100 people in a single neighborhood to fly a flag in every house!)

Outsiders who drove passed TSM wished they could emulate TSM to fly a flag in their own housing estate.

We say:"Yes, it is possible if your neighborhood is passionate about it, be consistent and add in a little bit of hardwork."

In our case, it is a "Kampung affair" giving that we are living in a modern town today. A neighbor volunteered to carry the 12 -feet bamboos with his lorry and we would go house-to house to promote our latest offering- a Jalur Gemilang with a 12-feet bamboo, all at a cost price of RM 6.00!












TSM children and youth would help to fix up the Jalur Gemilang for free if the house owner is an elderly person. That's what we called "Value added service" to promote good neighborliness.

Perpaduan Teras Kejayaan !

Johor Top Cop Visits TSM

Johor top cop,Yang Dihormati DCP Datuk Mohd.Mokhtar bin Hj.Mohd.Shariff led a high powered delegation to visit Taman Sri Maharani in Muar, for the launching the district's CP concept, on 1st August 2008.

Among them were police top brass from IPK Johor and all ten police districts across Johor.

Those in attendence were Johor Deputy Police Chief, SAC1 Datuk Hj.Tun Hisan bin Datuk Hj. Tun Hamzah,Tuan Hj.Abdul Wahab bin Ridwan, Yang- Dipertua Majlis Perbandaran Muar(MPM), Datuk Koh Kim Thoon,president of MCCC(Muar Chinese Chamber of Commerce), OCPD Muar ACP Mohd.Nasir bin Ramli, Deputy OCPD Muar Supt.Lee Choon Guan and officers from government agencies.













It was what our residents claimed to be "an Exciting & Memorable evening" with Ketua Polis Johor. 250 residents from all 6 nearby housing estates attended the auspicious occasion.

They were 1)Taman Permai, 2)Taman Orkid,3)Pangsapuri Intan, 4)Pangsapuri Permata, 5)Taman Permata dan 6)Taman Sri Maharani(TSM) along Jalan Hj.Jaib.

TSM's blog was also officially launched by the CPO on the same occasion, accompanied by the invited guests and witnessed by 250 people.













Why visit TSM?

TSM, a 30-year old taman, since 2006 had some excellent achievements such as:

1. The first housing estate in Johor that launched the "Rakan Cop" campaign in a big way
2. The first housing estate in Muar that introduced joint night patrolling and house-to-house visit with police personel
3. The first housing estate in Muar that celebrated Merdeka month by flying one Jalur Gemilang in every house
4. The first housing estate in Muar to be visited by an OCPD for CP project
5. The first housing estate in Muar that awarded a letter of appreciation by a Johor Police Chief in 2007
   
6. The first housing estate in Muar that was invited to share the CP concept in Kluang
7. The first housing estate in Muar that presented a paper on CP concept at Royal Malaysian Police College Kuala Lumpur
8. The first housing estate in the country that has a blog specialises in CP concept

Children,Women, Youth & Elderly
Yes, TSM is so special because it roped in the children, women, youth and the elderly to work hand in hand to prevent crime. Nobody was left out in our neigborhood activities. Everybody has a role to play. That is to be the eyes and ears to the police.

Example 1, the ladies who go for morning walk are reminded to be attentive to the neigborhood surroundings during the mornings.

Example 2, housewives and kids who are staying at home during daytime are reminded to ring our emergency hotline numbers if they discover something funny.

Example 3, those elderly who love go for short walk after dinner are also reminded to go in groups and again, they are the moving CCTVs monitoring the neighborhood surroundings.


Simple But Meaningful
Carrying the CP spirit, both TSM and IPD Muar had again demonstrated that a happy co-operation (a smart partnership too!) is possible as long as both parties are sincere to raise up to the occasion.

We worked on the kind advice by Datuk Hj.Tun Hisan bin Hj.Tun Hamzah, the Johor Deputy Police Chief. Datuk Hj.Tun Hisan thrown in the challenge for us:"Try and make it simple but meaningful".

1)It was simple because we ultilised existing resources, working within a tight budget and try to maximise the outcomes, putting in the best effort and aiming for the best effect.

2) It was meaningful because we selected a residential house(but not a dewan or hotel) as the venue to give easy access to residents within the neighborhoods, and a homely feeling to everybody.(It's afterall, a neigborhood activity!)

A Multi-racial Community
Soka Gakkai Malaysia(SGM) of Muar Branch, had a all-Chinese Kompang troupe on colorful batik customs performing Malay arts for the occasion.

The crowd were again entertained by the cultural dances by SGM junior members. It was afterall, an eye opener for everybody to witness the richness of Malaysia's multi-racial identity.

As the saying goes:"Malaysia Truly Asia!". We are indeed very lucky to be born and breed here!

(We extend out thanks to SGM for their wonderful performance, and also congratulate them for promoting racial unity through cultural arts performance! More peace loving citizens should step forward to contribute for a safer and peaceful Malaysia)

Everybody A Winner
Our residents, young and old were overjoyed when they interacted freely with our policemen., sharing their ideas and exchanged information.

Never before in the history of our taman that we had so many police officers around for a single event.

Meanwhile, everybody went home as a winner because they had their photographs taken along with Datuk Mohd.Mokhtar and Datuk Hj.Tun Hisan .

We joked with both gentlemen that after 1st of August, they would be as popular like superstars when many TSM houses would start hanging framed photographs of the two men in their living rooms! (Why don't our TV producers or PDRM ever consider a TV reality show by the name of "Police Idol"?)

Community Policing- the best ever strategy to bring security and safety to every Malaysian home!

Johor Chief Police Officer launches CP Website

www.tamansrimaharani.blogspotcom, the first website in the country that specialises in "Community Policing"(CP), will be officially launch by Johor Chief Police Officer, Yang Dihormati DCP Datuk Mohd.Mokhtar bin Hj.Mohd. Shariff on 1st August 2008 at 8 pm.

On the same occasion, the Johor top cop will be meeting up with TSM residents to listen to new ideas and making sure the CP concept will be a continuous success here and all districts in Johor.

Meanwhile, all the Johor police top brass, including those from H.E.A(Hal Ehwal Awam) from all 10 police districts are expected to attend the occasion and to study further the CP concept adopted by TSM.

CP is community based. And therefore TSM had again scored a first by designing a very meaningful CP logo for the occasion (above). It is our sincere hope that this beautiful logo can bring the CP concept nationwide, bringing safety and peace of mind to every Malaysian household.

Community Policing- As easy as ABC !

When The Victim is An ADUN....

Bentayan

Our housing estate, Taman Sri Maharani(TSM) is situated within the Bentayan electorate.

If you are aware, Bentayan is now more popular than Muar town itself because for its infamous ADUN, newly elected YB Gwee Tong Hiang.

YB Gwee had stole the limelight by refusing to wear the ceremonial attire during the first seating of Johor state assembly recently.
While I am guessing here that he had not meet the Sultan in person before, but the fact remains that the Sultan already knew him well!

When ADUN falls Victim
Last Tuesday, on 8 July 2008, YB Gwee was made a victim of a house break-in. His residence in Sungai Abong was ransacked by burlgers on broad daylight. The unfortunate incident happened between 10am to 12pm.

YB Gwee suffered financial losses. His front door was forced opened and the whole house turned into a mess. And of course, YB Gwee acted fast to inform the printed press about his story.

According to YB Gwee's blog, the taman he stays has a Residents Committee. Residents had contributed into a fund to hire security guards to man the area from 7 a.m-7 p.m daily. (What about from 7.01a.m to 6.59 p.m?)

Lessons learnt
Thieves do not consider your social status especially when they are desperate for money and valuables. In other word, you do not enjoy immunity even if you are a MP, Adun or a Who's who in the society.

Everybody is equal in the eye of the criminals and everybody has equal chance of becoming the next victim if he or she is not careful.

If I were YB Gwee, I would :

1) Start Community Policing(CP) in Sungai Abong area a.s.a.p
2) Work smart with the Police and request for police personnel to be allocated here
3) Invite the residents especially those remain at home(children, housewives, elderly etc) during daytime to be the eyes & ears to the police
4) Seek assitance from pejabat Perpaduan or the nearest KRT centre
5) Seek advice from the OCPD of ways to improve the security measures
6) Read TSM's blog in CP to find out more about the CP strategies

Security Guards
Hiring security guards is not always a clever idea because it involves money. When money matters, your neighbours and residents have two common answers for you, a "yes o.k lorrr... " or a "no, sorry horrr...." that always complicate things further.

In big cities, there were cases that your trusted neighbourhood security guards during the day turned into evil thieves during the night. You paid for them to break into your own house!

It is common to see security guards who look more like drug addicts with long hair and a messy apperarance. With a very basic salary package and a poor vetted system and insufficient training provided by the security companies, may God bless you on your safety!

There is no better option than the residents themselves playing a pro-active role in manning their own local security. Here is the math: if you pay RM 50 per month for security guards, it comes to RM 600.00 a year. If you have 200 houses in your housing estate, you are parking RM 120,00.00 per year into the pocket of the security company.(And they laughed all the way to the bank!)

The same amount of money can be channelled into the funds of a Residents Committee, where a smaller amount of money can be used to organise activities that unite the residents and neighborhood programs that promote racial unity among the local community. Examples are the launching of Rakan Cop, Gotong Royong, Night Patrolling, Raya Open House, and Community Policing.

CCTVs
In Malaysia the lucky country, most CCTVs are very unlucky. We lack the maintainance culture.

After an incident happened, the victim would first thanked God that he had installed CCTVs in his premise. A second look at the CCTVs, he or she would cursed and uttered the four-letter words because the CCTVs are not working during "that moment!"

Some CCTVs are positioned at the wrong locations and therefore, you failed to track down the culprits. When installing CCTVs: 1) Go for a reputable company 2) Don't go for cheap and low quality products 3) Make sure you are prepared to pay for its maintanance fee for a tip-top condition! (Maintanance,maintanance & maintanance..)

The Best CCTV are Free
Yes, the best CCTVs are free of charge. They can also talk!

They work anywhere, anytime and the images are super clear! I am talking about your eyes, your ears and your mouth! Nothing can beat human eyes.

Be alert and once you discover something fishy, use your ears to listen carefully and use your
mouth to report to the nearest police station.


The TSM Way
Instead of pouring cold water and add salt into injury, we believe in smart partnership with the local police force to formulate strategies to prevent crime. We always tell the people:"Let's help the police to help us!"






Moving Police Vechicle (MPV)

Nobody was told that in a polite way, you can stop the MPV when you see one patrolling your taman!

Wave your hand and I assure you that the driver will wave his hand to you as well. In practice, TSM advised the residents to greet the MPV when they see them.

A casual greeting and a 30 seconds stop to chit-chat will foster friendship and trust among each other and of course, good for the long run.

Meet your friendly CP Cops
Never heard it before right? Because TSM is moving very fast in its effort in crime prevention. We are not saying we are prefect but we stand united as a taman. Our residents are trying to improve themselves from time to time.

TSM is taking part in the CP pilot project in Johor, we have three CP Cops allocated for TSM. They have started their duties by going house-to house to introduce themselves to residents and to explain the importance of keeping in touch. Best of all,their handphone numbers are given away for emergency usage.

Corporal Zul led the two constables, En.Zahrudin and En.Badrul to say hello to TSM residents. They got to know new friends and to better understand the common challanges faced by the locals.

All ended well on a Thursday, and three of them returned home with great satisfaction!(Because for a single evening with the help of TSM resident committee, they met up with at least 20 houses! It was a record!)

KP Johor Goes Hi Tech

1st July 2008 marks a new milestone for Johor Police. A new police website & a one- stop media centre were officially launched by Johor police chief Datuk Mohd Mokhtar bin Mohd Shariff for all Johoreans, you and me included.

The brainchild of Johor top cop, the website is loaded with all up to date information such as contact numbers and addresses of all police stations and police beats within Johor.

As for the media centre, it is a one stop centre for the media to obtain all information from the police. This is also a new venue for Hari Pelanggan,where people from all walks of life can meet the Johor police top brass face- to- face and talk heart-to heart on every Friday 9.30am-12pm.

Out of curiousity, I logged into the new Polisjohor website to find out more about the new police service. As a Orang Awam, I am very impressed with the "Aduan" section where you are able to e-mail your complaint or suggestion directly to Ibu Pejabat Police Kontigen(IPK) Johor. Every e-mail is expected to receive a reply posted on the same column.

Therefore, my fellow Johoreans, check it out for yourself and please make good use of the website service. I say "make good use of it" because the public is expected to treasure but not to abuse the new channel of communiciation.

Good news meant to be shared. Tell your friends, your neighbours, your classamtes and anybody about the new website as long as they are from Johor!( Anybody outside Johor please also appeal to your respective KP that you want a similar website in your state,ha ha!)

With an investment of RM100,000 for the set up, I have high expectations for the website, I sincerely hope:

1)Consistent branding be made to promote it.
2)Local press & mass media will help to promote it to their readers & viewers.
3) An average of 100 people per day from Johor log into it.
4)The same 100 people can tell at least 2 friends about the website every day.
5) Create a new forum to welcome ideas, comments or even constructive critisms.
6) To introduce the concept of Community Policing (CP) to Johoreans.
7) It becomes the most popular & effective website for the next 5 years.
6) To link up with TSM blog so that more people can read about CP in Muar!!!!(Remember, www.tamansrimaharani.blogspot.com,yes yes u r rite!)



KP Johor
In police language, OC represents OCPD; AOC is Assistant OCPD, SUPT is a short form for Superitendent and as for KP, it represents Ketua Polis of a state.

KP Johor is Datuk Mohd Mokhtar bin Mohd Shariff, a visionary man with a lot of good ideas for his people.

He once said that "Every small idea could be turned in to a good idea, if we work carefully on it".

On the day when he sworned in as KP Johor, TSM texted him with a congratulatory message. His immediate reply was so motiviational that our residents believed it should be shared among all Johoreans.

In simple language, he says: "I pledge to make Johor a safer and more attractive destination for tourists and foreign investors."

According to Mohktar, fighting crime and making Johor safe is his top agenda in order to attract more foreign direct investments and welcoming overseas tourists to the state.

The Johor police chief is indeed right. His statement not only carries security sense but economy sense at the same time.

Tourism & Investor Friendly

A stone throw away from Singapore, Johor has tremendous potential as an ideal location for setting manufacturing plants, property investments, tourism based industries and transportation hub.

With the recent launch of Iskandar Malaysia project, Johor has all the reasons to provide first class security in order for both locals and foreigners to live, work and play in a safer and vibrant city.

A recent survey had shown that average Malaysians had placed security as second priority of their wish- list after the country economy.

As visualized by the top cop, an improved and better local security will eventually contribute towards a condusive environment for comfort living, thus heating up the local property market and increased purchasing power.

Once a sizable population is in place, more foreign companies and production plants will start entering the state to snap up the abundance of our talented labor force.

A Friendly Cop

Datuk Mokhtar is always attentive. Whenever he meets our residents, a casual conversation with him is always enjoyable as he adds in a personal touch into the topics.

He always ask:"How is everybody at home? Is your family coping well? The children?" This is Datuk Mokhtar that we have known, the super-friendly Johor police Chief!

It is his style of asking about the well being of their family members and children. I would say that with his people-friendly approach, most residents would choose to pour out all their feelings for him, to speak out their minds freely and sincerely on any issue under the sun!

We had once seek his advice on how he coped with work stress since he is managing not a small state but one of the most industrialised states in the country.

His reply was indeed simple:" What will happen will happen eventually. I pray a lot and seek guidance from God". Here he is a religious man who very much places his faith in God and religion.

Dear Datuk Mokhtar, sir, if you read this blog, this is what we are going to tell you: "You have been an Inspiration for all of us at TSM!

We will take up your advice of turning small ideas into good ideas in transforming our Community Policing concept into a......runaway success!

Listen To The Heart (When Orang Awam speaks)

The Art of Being A Good Listener
Many of our political leaders who once tasted absolute power but were rejected by the people at the recent general election had a sudden wake up call.

Those who had failed miserably are leaders who are stubburn, who bulldozed their way and murdered public opinions. Now,back on square one,they are trying hard to regain public's trust by learning fast the art of being a good listener.

On the other hand,a good listener is somebody who is willing to listen to ideas and inspirations of the people. Somebody who is willing to accomodate other peoples' opinions, and formulate strategies and execute plans accordingly.















Prime Movers
I had found these exceptional qualities in ACP Muhammad Azlee bin Abdullah and Supt. Azham bin Othman. Both gentlemen helmed the Centre of Police Sciences Management Studies at Royal Malaysian Police College,Cheras.

With an open mind and a think-out-of-the -box mentality, both men carry weight. They are part of the PDRM working committee on CP project, tasked to formulate strategies and map out plans for a pilot project in CP, train the trainers, and eventually launch it in every corner of the country.

It was my good fortune to have met up with ACP Azlee and Supt Ahzam for the first time on my first visit to the Royal Malaysian Police College in Cheras, to present a paper on "Community Policing:The Taman Sri Maharani (TSM) Muar Experience" to 40 police officers from the rank of Constables to DSP at a CP training workshop.

Important Than Astronaut
I would see both gentlemen as policy makers and policy movers. Both are extremely important people who have the capacity to make CP a national success, bringing peace and security to every Malaysian home and promote a smart- partnership between the police force and the society at large. ( In my humble opinion, both Azlee and Ahzam are on a national rescue mission, they are even more important than the first Malaysian on space, whom after spending millions of tax payers' money had concluded that he was toying with the idea of getting married and settle down soon! )
















When The "Orang Awam" Speaks
Dewan Kenyalang was the venue for my presentation. I guess that was the first time a member of the public was invited to speak on the topic of CP at the college. I would also guess that my audiences enjoyed listening to a civilian like myself. Again,I would guess that the real examples that I quoted would be practical than many theories printed on paper.

Among the key points presented, I have expressed my views that:

1)Public confidence is paramount. As a law enforcer, the police is expected to treasure the trust and confidence of the people.
2) In CP, it's about strategies, strategies and strategies. It is as easy as ABC if you play the right cards.
3)Go deep into your kawasan or "sektor". Show your sincerity,befriend the local people and form a smart-partnership.

Taking the clue of the role of Special Branch(SB) during the Communist era, our police officers on the ground should be prepared to blend into the local communities easily and try to "win over the hearts and minds" of the people.

When The Expect Speaks
Another invited speaker was DSP Khoo Leng Huat, a CP expert in his own rights. DSP Khoo is a practical man with vast knowledge in the legal field. He won the Best prosecuting officer award from the Prime Minister in 2005.

DSP Khoo hit the nail on the head. He warned his audiences by saying:

1)Officers, YOU need a mindset change.
2)Officers, YOU must not embarass the force by not knowing the required laws.
3)Officers,YOU must be familiar with the "basic laws" and beyond.
4)Officers,YOU must be able to classify types of cases and to revert to the right authorities for swift actions to be taken.

Is "Ponteng sekolah" solely the problem of the police? It seems to be but it is within the jurisdiction of the local Pejabat Pendidikan! Is open burning an offence? Yes, but please report to the DOE (Department of Environment)! In other word, policemen should be smart enough to direct the public to the proper channels so that actions would be taken without further delay.
















Being A CP Salesman
I humbly believe that our CP experience by TSM in Muar is a very good reference for any case study by the Police College.(Note: I once suggested that a good concept is one that could be adopted easily by anybody,anytime and anywhere) I must thank my lucky star,I bumped into ACP Lee Bee Phang, head of Centre For Intelligence Sciences & Strategic Studies on the same day. Like a salesman for CP, I seized the opportunity to share with her the summary of CP concept adopted in Muar, and presented her with a copy of my CP story handbook. (Note: ACP Lee, if you signed in this blog and read this, please post a comment of what you have in mind, thank you Puan! )















A salesman will do everything neccesary to sell his ideas to the people. As a self- proclaimed CP salesman, my next target was Datuk Siva Subramaniam of Suhakam, who happened to be enjoying his teh tarik at the Cafeteria at the college premise.

I have seen Datuk Siva in many occasions on TV and papers but It was the first time I met him in person. An easy- going gentleman he was, he enjoyed almost any topic under the sun. He congratulated us for a job well done(Syabas TSM!) when I presented him with a copy of the TSM experience in CP handbook.

RT= Night Patrolling?
I totally agreed with Datuk Siva when he espressed disappointment over the snail pace progress of Rukun Tetangga implementation by the relevant authority. He was spot on. And I trust he was speaking about nothing but the truth.

We must admit that after so many decades, the department incharged of RT had failed this national project miserably, putting it into natural death. (Here is the test: randomly select 10 laymen on the street and ask them what is RT. Trust me,the majority would tell you RT= Night Patrolling! Full stop.)

Farewell Request
My final request to ACP Azlee was simple. I appealed to him to continue to engage more peace loving citizens or "orang awam", those who had experiences in CP to come forward and share their stories at CP workshops in the future.

Being a good listener, I hope he could listen to the heart.
